Nepali New Year; Only Gift It Needs Is An Effective Constitution.

Baishak 1 (April 14 this time) is the beginning of Nepali new year 2072 B.S. With new year new hopes and aspirations arise but the scenario here in Nepal is quite different when we look into politics.13000 people lost their lives during Maoist insurgency period which started from the year 1996(2052B.S.) and last for a decade. On 21 April 2006, King Gyanendra declared that “power would be returned to the people” ending a two and half century Monarch dynasty after  19 days protest was staged throughout the country demanding the king to return power to civillian. On 23 December 2007, an agreement was made for the monarchy to be abolished and the country to become a federal republic with the Prime Minister becoming head of state.

First Constituent Assembly election was held on April 10, 2008 which promised to draft a new constitution within 2 year but they couldn’t live up to their commitment and extended the tenure for two more years and yet could’t promulgated the constitution. After the Unicameral body of 601 members among them 240 members were elected in single seat constituencies, 335 were elected through proportional representation, and the remaining 26 seats were reserved for nominated members failed to draft a constitution
constitution assembly was dissolved on May 28, 2012. Second Constituent Assembly elections were held  on 19 November 2013 which
ultimately would form a unicameral body of 601 memers. 78.34% participated in this election which was record in the history of election in Nepal. This body is given a time frame of four years to draft a constitution but it seems they are entangled with owns agendas which seems irrelevant in the present context like caste based federalism.

The government making a commitment to graduate the nation from least developed country status by 2022 seems bleak as 6 governments came into power after first constitution assembly election. The country which carry so much potential to generate hydroelectricity, which has the roof of the world i.e Mt.Everest and 10 mountains with more than 8000m height and yet we could barely welcome 700,000 tourist annually. The political instability and political interference in every sector from sports to medical, education to industrial estates, bureaucracy to military ,rare is the area where politics hasn’t interfere .Infrastructural development is in tortoise pace and drafting constitution look likes it would go for infinity.More than 1500 youths a day are leaving nation to pursue a better future in foreign land.Economic growth rate could never go beyond 4.5%.

Enlisting problems seem quite easy task here in country but what we really need to do is open our eyes. First and foremost federal and republic constitution must be drafted with  this year which opens door to infrastructural development.Hope New Year brings constitution of Nepal.
